Americans who associate age 16 with vehicular freedom may be surprised to hear of the hoops Dutch youngsters jump through—or don’t bother jumping through—the get their license. When I met Amber, Hilde and Elle two years ago all three were well into their 20’s, but only one could drive. Now I head back to Rotterdam, Holland to check up on their progress.
